all applications for Ph.D. studies go through graduate programs. Most students arrive in fall of every year with
application deadlines in the preceeding January; admissions starting spring semesters
are rarer. Students and advisors (or labs) only pair up after a year (or two)
of studies; we strive to recruit the strongest students among those who apply.
Faculty interest or research interests of applicants are a secondary concern.
I, personally, highly recommend taking the GRE subject test in computer science
in particular, if you are applying from abroad. If your undergraduate degree is in one of
the areas for which GRE subject test are offered, I would also recommend taking it
before apply. The GRE general test is required from all students as is the
TOEFL with high enough scores from international applicants. As the format of these
tests might be unfamiliar I would recommend preparing early; also keep track of deadlines.
