علاوه بر این من فرایند درخواست ویزا رو از یکی از دانشگاه هاشون پرسیدم که پاسخشون به شرح ذیل بود (البته سفارت پیشنهادی دانشگاه، سفارت عربستان بود؛ که البته سفارت دبی با کیس های ایرانی آشناتر هست) :

about visa process:
a.First the student needs to do the document certification at Taiwan Embassy at Saudi Arabia. The student can contact them for VISA process and also ask them what document should be prepared for the VISA application. 002-966) 11488-1900b.After the student gets the document certification, we strongly suggest also continue the VISA application at Taiwan Embassy at Saudi Arabia because they are the office which issues the document certification stamp. The student can also bring the document to other Taiwan Embassy to apply VISA but they may refuse to accept it because the document certification stamp is not issued from them. The student will get an Application No. after Taiwan Embassy accepts the application.
c.The VISA application process will need to have a "Letter of Guarantee". That means the student needs to find a person at NTUST who is willing to be the Guarantee person (normally is the future advisor or you can consult with the chairman of the department). After the student makes sure that which person is the Guarantee person, the student needs to ask him/her to complete the form http://www.boca.gov.tw/public/Attachment...135871.pdf and then ask him/her to submit it to us. And, the student needs to scan and email us your passport and all documents which already have the certification from Taiwan Embassy and the VISA Application No. We will submit them to the Ministry of Foreign Affairs here.

d.After we submit to the Ministry of Foreign Affairs normally they will inform us the result after five working days. We will inform the student the result right after we get the update from them.
e.When the student gets the reply from us we will also email the student the document we get from the Ministry of Foreign Affairs. Please bring that document back to Taiwan Embassy to complete the VISA application.
f.Normally the VISA officer will need an interview with the student . Please follow the regulation of Taiwan Embassy.
