K.ULeuven is in the Dutch territory of Belgium
If you want to apply for a postgraduate program, you'll have the chance to study your courses in English, and you won't need to learn a second language.
But for undergraduate programs, there are not many courses offered. For example, in order to be able to sit an UG Dutch class in K.U.Leuven, you have to pass CNaVT exam (Level 5) which equals to advanced-Level 2.
Generally, like universities in France, French universities in Belgium are less cooperative in attracting international UG students, and need you to learn French.
Be careful! there is a huge difference between K.U.Leuven and the French university of Louvain
