Mashhad IELTS is Iran IELTS (which doesn't exist in ielts.org). I don't think they have applied the new prices. In this case it is 250,000 which apparently includes sending your trf to your address.
Go to the site indicated and read the Farsi FAQ which isn't the same as the English version.
