Mashad was the first Branch of IELTS.org in Iran and it's not the reason for fees diffs...

sorry for the misunderstanding. Mashhad does exist but IRAN doesn't exist. In other words IRAN IELTS uses these branches to take the exam. The price I mentioned can be found in the site given in your link. www.markazielts.org
If you check the above said site and take a look at the Farsi FAQ, question 13 gives the new price.
The reason for the new price difference is also mentioned as the postal fee to send your trf to your address.
