As you know, it is hardly happen to get any scholarship for master degree in abroad except USA. In my opinion, if you can obtain high score in GRE exam and TOEFL after that you have a good opportunity to apply for many schools in USA. but if you have no specific CV then let's stay in Iran and pursue your master degree in top university in Iran then You will apply for Phd programs
