Thank you for your message and your interest in working with me. I do not have any guaranteed (funded) opening for a new graduate student for Fall 2016 but it may come up. As your track record looks good from your CV, I encourage you to review our admission requirements and apply for our PhD program if you are qualified. I am aware that BSc GPA is very important for our admissions but you may be able to explain to them why you fall below.
In addition to possible RA positions offered by professors, you may be offered a TA position by our department. This will cover your tuition and living expenses for one year until you move to an RA position.
