The Transactions welcomes papers which describe technical
innovation, papers which are visionary and promise significant
advances in the coming years, as well as papers which provide an
overview of an important development in the field of Electric
Power Systems and Education. Authoritative tutorial papers
giving a succinct account of an entire field may also be
accepted. Please follow these steps to complete the review.
Complete the Score Sheet on the web with the following
information and submit:
1. Your recommendation: Accept without changes (A), Revise and Resubmit – may resubmit after mandatory revision (R&R), or Reject – do not resubmit ®;
2. Ratings of various categories;
3. Comments to be sent to the author: General Comments,
Mandatory Changes, Suggested Changes;
4. Any comments to the Editor which will not be sent to the
author.
It is required that you prepare comments to the author to
support your ratings and recommendation, without identifying
yourself. Your recommendation should not be included in your
statement since an individual reviewer cannot be sure of the
final decision on the paper. Your comments will be forwarded
the author anonymously. So please be fair, concise,
constructive, and considerate. If you are recommending
mandatory changes, please be clear as to what must be done to
make the paper acceptable. If the author chooses to revise the
paper, you may be asked to see if he has met your expectations.
